With Eye to 2010 Election, Dems Prepare to Raise U.S. Borrowing Limit by Nearly $2T



Congress is poised to lift the federal borrowing limit by as much as $1.8 trillion before the end of this year, a number large enough to avoid revisiting the matter next year when Democrats will have to defend their majority in midterm elections. The Treasury is nearing the current debt ceiling of $12.1 trillion, and Congress must authorize raising the amount the United States can borrow to avoid the country going into default to its creditors.

House Speaker Nancy Pelosi, D-Calif., said Thursday that the House would combine legislation raising the debt limit with a bill that funds the wars in Iraq and Afghanistan, greatly increasing the chances that the bill will clear Congress before the government can max out its credit card. "We have already raised it in the House but we need to have a vehicle so that the Senate can vote on it, and it is our intention to have something on the Department of Defense bill next week," she said at a news conference.

House Minority Leader John Boehner, R-Ohio, said Republicans will vote against increasing the debt limit. "And we'll vote against it because of their trillion-dollar stimulus plan that hasn't worked. We'll vote against it because of all of this excessive spending that's in this bill right here, a 12 percent increase with 5,000 earmarks -- all of it pushing the debt to record heights," he said at a news conference. "Listen, they have made a habit of taking defense appropriation bills, bills that fund the support of our troops, and adding on there the most distasteful things they can think of, trying to make sure they get it passed on the backs of our soldiers," he added. "It's a bad way of doing business." But Democrats face a difficult task of folding the measure into the Defense spending bill, because House rules prevent additions of "air-dropped" items to legislation that has passed through both chambers.

Democrats will need a two-thirds vote to overcome a likely Republican bid to strip the measure out of the spending bill. Pelosi could convert the spending bill into a "message" to avoid the "air-dropped" problem but the bill would then be sent to the Senate where it would be open to a filibuster. Republican Reps. Steve Scalise of Louisiana and Kevin Brady of Texas plan to introduce a bill by Friday that would make it harder for Congress to raise the debt limit by requiring a two-thirds vote instead of the current simple majority needed for passage. With government spending brushing up against the debt limit right now, Democrats have decided they would rather face the music now for hiking the ceiling to accommodate a massive annual deficit than deal with it next year when Republicans could seize on the matter for political gain in the 2010 congressional election. "We've incurred this debt. We have to pay our bills," House Majority Leader Steny Hoyer told Politico newspaper on Wednesday, confirming the $1.8 trillion figure. A senior administration official did not endorse a specific increase in the debt ceiling but said Democratic leaders need to hit "a number that will get them through the election year. …

This will definitely get them through." "We just want to get it done," the official added. A Treasury official added that the best estimate now is that the United States will hit the debt ceiling in mid-to-late December. "However, the government's cash flows are volatile, and forecasting the precise date remains a difficult exercise. We expect Congress to raise the debt ceiling in a timely manner," the Treasury official said.

The move comes as fiscally-conscious lawmakers push for a special task force that could force speedy votes on deficit reduction in the next Congress. Sens. Kent Conrad, D-N.D., and Judd Gregg, R-N.H., now have 31 co-sponsors for their legislation. "This is a defining moment for this chamber, this Congress and this administration," Conrad said Thursday on the Senate floor. "This is one of the most dramatic challenges to America's economic strength in this century." Gregg said this "is not a theoretical problem -- it is directly in front of us." And he warned that "the nation will go bankrupt" if spending is not reined in.

- $356,000 for Indiana University to study childhood comprehension of foreign accents compared with native speech.

- $983,952 for street beautification in Ann Arbor, Mich., including decorative lighting, trees, benches and bike paths.

- $148,438 for Washington State University to analyze the use of marijuana in conjunction with medications like morphine.

- $462,000 to purchase 22 concrete toilets for use in the Mark Twain National Forest in Missouri

- $3.1 million to transform a canal barge into a floating museum that will travel the Erie Canal in New York state.

- $1.3 million on government arts jobs in Maine, including $30,000 for basket makers, $20,000 for storytelling and $12,500 for a music festival.

- $71,000 for a hybrid car to be used by student drivers in Colchester, Vt., as well as a plug-in hybrid for town workers decked out with a sign touting the vehicle's energy efficiency.

- $1 million for Portland, Ore., to replace 100 aging bike lockers and build a garage that would house 250 bicycles.

The Army psychiatrist accused of killing 13 people in the Fort Hood massacre told a radical Muslim imam, "I can't wait to join you" in the afterlife, in one of several e-mails exchanged between the two men, ABC News reported on Thursday.

An unnamed official "with top secret access" told the network 18 e-mails were exchanged between Maj. Nidal Malik Hasan and Anwar al-Awlaki, who encouraged Muslims to kill U.S. troops in Iraq, from Dec. 2008 until June of this year.

Other e-mails, the official said, included discussion of when jihad is considered "appropriate," and if it is acceptable for innocent people to die in suicide attacks.

"Hasan told Awlaki he couldn't wait to join him in the discussions they would having over non-alcoholic wine in the afterlife," ABC quoted the official as saying.

Hasan — with an annual salary around $92,000 — also wrote, "My strength is my financial capabilities," the source said. Investigators have found the Army major donated as much as $30,000 per year to Islamic "charities." American authorities have found several such charities to be conduits to terrorist networks.

A military analyst told ABC: "It sounds like code words ... That he's actually either offering himself up or that he's already crossed that line in his own mind."

A joint terrorism task force overseen by the FBI learned late last year of Hasan's repeated contact with al-Awlaki. The FBI said the task force did not refer early information about Hasan to superiors because it concluded he wasn't linked to terrorism.

Secretary of Defense Robert Gates called it disturbing that Hasan has e-mail contact with the radical cleric in Yemen, but stressed that his review is separate from the criminal investigation into Hasan and should not be interpreted as a finger-pointing exercise against Muslims or anyone else.

Investigators have said e-mails between Hasan and the imam did not advocate or threaten violence. After the shootings, al-Awlaki's Web site praised Hasan as a hero.

Gates would not comment Thursday on whether he considers the Fort Hood attack a terrorist act. Sen. Joseph Lieberman, an independent, told a Senate hearing that he does, and urged a government investigation "to learn whether the federal government could have acted in a way that would have prevented these murders from occurring."

Sen. Susan Collins, a Republican, questioned whether the government failed to connect dots about Hasan.

"We must better understand why law enforcement, intelligence agencies and our military personnel system may have failed in this case," Collins said.

Hasan's psychiatry supervisors at Walter Reed Army Medical Center had expressed concerns in May 2007 about what they described as Hasan's "pattern of poor judgment and lack of professionalism."

President Barack Obama already has ordered a review of all intelligence related to Hasan, including his contacts with al-Awlaki, concerns raised about Hasan by some of his medical colleagues, and whether warnings were properly shared and acted upon within government agencies. Results of that inquiry are due Nov. 30.

The Pentagon said Thursday it will scour its procedures for identifying volatile U.S. military service members hidden in the ranks following the Fort Hood shooting rampage and lapses that might allow others to slip through bureaucratic cracks.

"It is prudent to determine immediately whether there are internal weaknesses or procedural shortcomings in the department that could make us vulnerable in the future," Defense Secretary Gates said.

A 45-day emergency investigation will examine personnel, medical, mental health, discharge and other policies in all corners of the vast Defense Department. It will also look at ways to improve security and emergency response at Defense Department facilities.

"The shootings at Fort Hood raise a number of troubling questions that demand complete but prompt answers," Gates told a Pentagon news conference.

The quick review will be led by two former Pentagon officials, former Army Secretary Togo West and former Navy chief Vernon Clark.

A longer, second review lasting about six months will look at what Gates called "systemic institutional shortcomings." Gates, who has fired several top officials in three years heading the Pentagon, did not address any possible consequences of the inquiries he announced Thursday.

Gates broached little new information about the case of Hasan, the Army psychiatrist accused of killing 13 people and wounding more than 30 in the shootings at the Texas military post on Nov. 5.

Both Gates and Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff, said the chief goal of the Pentagon probe is preventing another such attack and improving future responses by disaster teams.

West was Army secretary in the mid-1990s and later became secretary of veterans affairs. Clark was the chief of naval operations from 2000 to 2005.

In 2007, Gates named West co-chairman of a panel created to review rehabilitation care problems at the Walter Reed Army Medical Center in Washington and the National Naval Medical Center in suburban Bethesda, Maryland.

In 1995, as President Bill Clinton's Army Secretary, West ordered a review of the Army's racial climate, including whether there were ties between extremist groups and members of the military. The investigation was prompted by the arrests of two paratroopers in connection with the murders of two black people and concerns that the two men may have had ties to white supremacist groups.

What you're about to read is incredible. What kind of message does this send to our enemies? He can't bring himself to say War on Terror. Now he cannot even defend the saving of thousands of American lives by Truman dropping the atomic bomb on Japan. Here's the way a president with a pair of balls should have answered it.

If you are under the impression the United States is somehow embarrassed we won the war; the answer is no. We suffered an unprovoked attack by Japan at Pearl Harbor. Furthermore if the Empire of Japan attacked us without issuing a Declaration of War; it would not be a stretch to believe if they developed the atom bomb before we did, they would have certainly used it against us.

PRESIDENT OBAMA: Well, first of all, I am impressed that the Japanese journalists use the same strategy as American journalists -- (laughter) -- in asking multiple questions.

Let me, first of all, insist that the United States and Japan are equal partners. We have been and we will continue to be. Each country brings specific assets and strengths to the relationship, but we proceed based on mutual interest and mutual respect, and that will continue.

That's reflected in the Japan-U.S. alliance. It will be reflected in the resolution of the base realignment issues related to Futenma. As the Prime Minister indicated, we discussed this. The United States and Japan have set up a high-level working group that will focus on implementation of the agreement that our two governments reached with respect to the restructuring of U.S. forces in Okinawa, and we hope to complete this work expeditiously.

Our goal remains the same, and that's to provide for the defense of Japan with minimal intrusion on the lives of the people who share this space. And I have to say that I am extraordinarily proud and grateful for the men and women in uniform from the United States who help us to honor our obligations to the alliance and our treaties.

With respect to nuclear weapons and the issues of non-proliferation, this is an area where Prime Minister Hatoyama and I have discussed repeatedly in our meetings. We share, I think, a vision of a world without nuclear weapons. We recognize, though, that this is a distant goal, and we have to take specific steps in the interim to meet this goal. It will take time. It will not be reached probably even in our own lifetimes. But in seeking this goal we can stop the spread of nuclear weapons; we can secure loose nuclear weapons; we can strengthen the non-proliferation regime.

As long as nuclear weapons exist, we will retain our deterrent for our people and our allies, but we are already taking steps to bring down our nuclear stockpiles and -- in cooperation with the Russian government -- and we want to continue to work on the non-proliferation issues.

Now, obviously Japan has unique perspective on the issue of nuclear weapons as a consequence of Hiroshima and Nagasaki. And that I'm sure helps to motivate the Prime Minister's deep interest in this issue. I certainly would be honored, it would be meaningful for me to visit those two cities in the future. I don't have immediate travel plans, but it's something that would be meaningful to me.

You had one more question, and I'm not sure I remember it. Was it North Korea?

Preventive Psychiatrist? This would almost be a joke if it were not so terribly tragic. One of the first things the Army should investigate are the patient files. How many people did this guy treat for mental disorders over the last 18 months? What is there condition now? How many fuses did he light?

13 people are murdered, dozens more are injured. Literally, before the bodies were cold the FBI proclaimed this incident was not "terrorist related". It was "soldiers killing soldiers".I guess under there standards more then one person has to be involved for it to be considered a "terrorist attack". But wasn't this a rush to judgment? Or did no one in our government have the guts to say MUSLIM? Political correctness gone awry. Nothing more. Nothing less. It makes you sick. Not only is Bin Laden alive; our United States Postal Service is selling Muslim stamps to honor their holidays! Think I'm kidding? Check it out.

I was waiting for a reporter to ask the obvious question but they never did. Nidal Hasan claims in the Koran it forbids Muslims from killing Muslims. Why in the hell then would you join the United States Army?... Their job is killing Muslims!... Wouldn't you anticipate there may be a good chance you would be deployed in Iraq or Afghanistan? Let me put it another way. Do you know any Black guys that are members of the KKK?

I guess the Koran also forbids the use of alcohol. Thank God. Look what the hell they do when their sober! This guy was in a strip club drinking beer on a regular basis. His Muslim Jihadist in Iraq, Pakistan, and Afghanistan blow themselves up routinely, killing other Muslims daily. (I guess they skipped over that part in the Koran) What they did to the Koran is metamorphosize it into a Mein Kampf; adding a few twists to suit their own political agenda's.

This we know:

Nidal Hasan has an Internet posting defending suicide bombers.

He attends the same mosque as 2 of the 911 hijackers

Witnesses stated he shouted in Arabic "God Is Great" as he was gunning people down. (I seem to remember Muslims flying Boeing 767's in New York chanting the same thing.) Believe me. God's got nothing to do with this. Only brainwashed morons believe in killing people in God's name.


And the worst for last. Chief of Staff of the Army

stated this: "And frankly, I am worried — not worried, but I’m concerned that this increased speculation could cause a backlash against some of our Muslim soldiers. And I’ve asked our Army leaders to be on the lookout for that. It would be a shame — as great a tragedy as this was, it would be a shame if our diversity became a casualty as well".

When asked by the reporter how many Muslim soldiers were in the US Army he said this: "About 3,000 active Guard and reserve".

After I got up off the floor I asked myself:

3,000!....I wonder what's on their agenda?

I don't know about you but I don't think I will sleep well tonight.



This just in from the New York Daily News:

American intelligence agencies knew months ago that the Fort Hood gunman had tried to contact people linked to Al Qaeda, ABC News reported Monday.
It is not known whether the agencies informed the Army that Maj. Nidal Malik Hasan had attempted to connect with Anwar al Awlaki, a radical mosque leader who runs an English language anti-American web site that promotes jihad, U.S. officials briefed on classified material told ABC.


In a blog posting early Monday titled "Nidal Hassan Did the Right Thing," Awlaki calls Hassan a "hero" and a "man of conscience who could not bear living the contradiction of being a Muslim and serving in an army that is fighting against his own people."

Hasan, who was born in Virginia and whose parents emigrated from Palestine, attended a Falls Church, Va., mosque when Awlaki was an imam there, the Associated Press reported.

The Telegraph of London reported that Awlaki had made contact with two of the 9/11 hijackers when he serving as an imam in San Diego. Awlaki, said to have been under electronic surveillance by U.S. intelligence agencies, reportedly served as an imam in Denver, San Diego and Falls Church, Va.
He denied knowledge of the hijacking plot and was not charged. After an intensive investigation by the FBI, Awlaki returned to Yemen.

Soldiers who served with Hasan said they reported his questionable loyalty up the chain of command.

A fellow Army doctor who studied with Hasan, Val Finell, told ABC News, "We would frequently say he was a Muslim first and an American second. And that came out in just about everything he did at the university."

Finell said he and other Army doctors complained to superiors about Hasan's statements.

On Sunday, Sen. Joseph Lieberman (D-Conn.) called for an investigation into whether the Army missed signs as to whether Hasan was an Islamic extremist.

Madame Pelosi wasn't happy with the small private jet that comes with the Speaker's job...no, Madame Pelosi was aggravated that this little jet had to stop to refuel, so she ordered a Big Fat 200 seat jet that could get her back to California without stopping!

Many, many legislators walked by and grinned with glee as Joe informed everyone what Nancy's Big Fat Jet costs us, the hard working American Taxpayers, for the thousands of gallons of fuel every week.

Since she only works 3 days a week, this gas guzzling jet gets fueled and she flies home to California , cost to the taxpayers of about $60,000 one way!

As Joe put it, 'Unfortunately we have to pay to bring her back on Monday Night'. Cost to us is another $60,000. Folks, that is $480,000 per month and that is an annual cost to the taxpayers of $5,760,000.No wonder she complains about the cost of this war...it might cramp her style and she is styling, on my back and yours.

I think of the military families in this country doing without and this woman, who heads up the most do-nothing Congress in the history of this country, keeps fueling that jet while doing nothing.

Madame Pelosi wants you and me to conserve our carbon footprint. She wants us to buy smaller cars and Obama wants us to get a bicycle pump and air up our tires.

These people are nuts.

GUANGZHOU, China — President Barack Obama's half brother has broken his media silence to discuss his new novel — the semi-autobiographical story of an abusive parent patterned on their late father, the mostly absent figure Obama wrote about in his own memoir.

In his first interview, Mark Ndesandjo told The Associated Press that he wrote "Nairobi to Shenzhen" in part to raise awareness of domestic violence.

"My father beat my mother and my father beat me, and you don't do that," said Ndesandjo, whose mother, Ruth Nidesand, was Barack Obama Sr.'s third wife. "It's something which I think affected me for a long time, and it's something that I've just recently come to terms with."

Like his novel's main character, Ndesandjo had an American mother who is Jewish and who divorced his Kenyan father. The novel, which goes on sale Wednesday by the self-publishing company Aventine Press, is one of several books in the works by relatives of the president.

President Obama's parents separated two years after he was born in Hawaii in 1961. The senior Obama, a Kenyan exchange student, divorced the president's mother, Stanley Ann Dunham, in 1964 and had at least six other children in his native Kenya.

For the past seven years, Ndesandjo has been living in the booming southern Chinese city of Shenzhen, near Hong Kong, and has refused all interview requests until now.... I wonder why?

Ndesandjo, who said he attended Obama's inauguration as a family guest, declined to discuss his earliest memories of the president or describe their relationship over the years. I wonder why? However, he said he plans to meet his brother in Beijing when the president makes his first visit to China on Nov. 15-18.

"My plan is to introduce my wife to him. She is his biggest fan," he said.

Shortly after divorcing the president's mother, Obama Sr. met Nidesand while studying as a graduate student at Harvard University. Nidesand returned with Obama Sr. to his native Kenya in 1965, where Mark and his brother David were born and grew up. David later died in a motorcycle accident.

In Kenya, Obama Sr. also had four children with his first wife, Kezia, some of them while he was still married to Nidesand. Ummm. Nidesand and Obama Sr. eventually divorced amid allegations of domestic abuse. Nidesand returned to the United States and later married a man whose surname Mark Ndesandjo took.

Obama Sr. died in an automobile accident in 1982 at age 46.

President Obama saw his father only once after his parents' divorce, when he was 10 years old. In a best-selling memoir, "Dreams from My Father," Obama wrote about his fatherless upbringing and search for identity.

In it, Obama described a visit to Kenya to meet his half siblings and learn more about his father. While painting his father as abusive, he called Obama Sr. a gifted but erratic alcoholic who never lived up to his intellectual promise or his family responsibilities.

Obama, in his book, also quotes Ndesandjo criticizing their father, saying, "I knew that he was a drunk and showed no concern for his wife and children. That was enough."

Ndesandjo, who is an American citizen, spent most of his childhood in Kenya before moving to the U.S. to go to college and work in telecommunications and marketing. He has a bachelor's degree from Brown University in physics and a master's degree in the same subject from Stanford University. He also earned an MBA from Emory University in Atlanta, he said.

"I see myself in many ways as a person who has many places, has feet in many places," he said.

Intensely private, Ndesandjo declined to answer several questions about himself. He even refused to give his age, saying only that "I'm younger than Barack." Again. I wonder why?

With a trim, athletic physique, he has a strong resemblance to his taller brother in Washington. His left ear is pierced, and he wore a black crew neck shirt under a dark jacket to the interview last week.

Ndesandjo moved to China after the Sept. 11, 2001, terrorist attacks when his job was cut in the rocky U.S. economy. He taught English, immersed himself in the study of Chinese culture and volunteered as a piano teacher at an orphanage.

He now speaks Mandarin and said he earns a living as a consultant in strategic marketing, though he would not elaborate on his business.

Ndesandjo said the White House was aware of the book project. A White House spokesman declined to comment on Ndesandjo's interview or to discuss President Obama's relationship with his half brother. Again. I wonder why?

The author said 15 percent of the book's proceeds would be donated to charities for children.

Closely patterned on Ndesandjo's own life, the novel depicts David, an American who leaves the U.S. corporate world after the 9/11 attacks to create a new life in China. He falls in love with a Chinese dance instructor and develops a bond with an orphan who is a gifted pianist battling a serious illness.

In the book, David also writes letters to his American mother asking for details about her failed marriage to his late abusive Kenyan father. In one passage, Ndesandjo writes, "David easily remembered the hulking man whose breath reeked of cheap Pilsner beer who had often beaten his mother. He had long searched for good memories of his father but had found none."

Ndesandjo said such passages were drawn from his own experience.

"I remember situations when I was growing up, and there would be a light coming from our living room, and I could hear thuds," he said in the interview, tears welling in his eyes. "I could hear thuds and screams, and my father's voice and my mother shouting. I remember one night when she ran out into the street and she didn't know where to go."

Ndesandjo said his mother often called Obama Sr. "a brilliant man but a social failure."

The novel never mentions other wives David's father might have had. Nor does it include a half brother who would become the first black U.S. president. Why not?

On Wednesday, a week after speaking to the AP, Ndesandjo said at a book-launching news conference that his brother's election victory, among other recent events, helped "peel away the hardness" that he developed emotionally during his difficult childhood.

"I became proud of being an Obama," he said.

Since the election, he said the extra attention has changed his life, but he has coped by focusing on things that are important to him: music, writing, calligraphy and teaching piano to disadvantaged children.

"The simple things sort of help pull you through," he said.

Ndesandjo told the AP he didn't want to touch on any political themes in the book. "I think my brother's team is doing an extraordinary job and I really don't want to cause him additional heartburn," he said.

Besides the inauguration, he said he last visited his brother in Austin, Texas, before a debate last year with then-Democratic rival Hillary Rodham Clinton.

"He came up to me, and we hugged. I gave him a gift, a gift of calligraphy," Ndesandjo told the AP. "I was just thinking of how happy I was and how proud and how much I loved him."

"It was a very powerful experience."

Another of the president's half brothers, George Obama, 27, of Huruma, Kenya, has penned a memoir that will be published by Simon and Schuster in January 2010.Other Obama relatives working on books include a half sister, Maya Soetoro-Ng, daughter of Obama's mother and her second husband, Lolo Soetoro; and Craig Robinson, first lady Michelle Obama's brother. Looks like the whole Obama clan is going to write a book capitalizing on their brother's fame. Want to make some real dough. Show me a real birth certificate.

"I live like a recluse," George Hussein Onyango Obama says in an article published in the latest edition of the Italian-language Vanity Fair. "No one knows I exist."

I guess Newt, Michael Steel, and John Boehner were wrong about this bitch!

Palin, Pawlenty, and DeMint said she acted more like a Democrat then a Republican and urged voters not to vote for her.

I guess they were right. She admitted she could not defend her own record. (If you examine her record you would think it was Pelosi's daughter!) So what does she do? Drops out and backs the Democrat!


I'll tell you if Hoffman wins in NY, Christie in NJ, and McDonnell wins the race in Virginia, the warning shot for Democrats over the bow of the USS Obamacare has just been fired.

It is a well known fact I am not a fan of Hillary Clinton. It disgusts me when visiting women to an Islamic country feel the compulsion to dress up in Muslim garb. I guess it is a sign of respect. Do Muslim women wear a skirt when they visit America??? However I got to give her credit... she grew a pair balls with the remark highlighted in red. Finally one true thing from the lips of a Clinton. Bravo!




ISLAMABAD (Reuters) - U.S. Secretary of State Hillary Clinton wound up a bridge-building visit to Pakistan on Friday leaving a pointed question ringing in her hosts' ears: Where are the al Qaeda leaders operating in your country?

While no Pakistani officials were immediately prepared to answer, ordinary citizens told Washington's top diplomat the country was living on a daily basis with the consequences of the September 11, 2001 attacks engineered by the militant Islamist group.

At a televised women's forum on Friday, Clinton was pressed on U.S. attitudes toward Pakistan, questioned about the use of robot drones to attack suspected militants, and reminded of the costs the country faces as it battles its own insurgency.

"We are fighting a war that was imposed on us. It is not our war, it is your war," television journalist Asma Shirazi told Clinton on the last day of her three-day visit to Pakistan.

"You had a 9-11. We are having daily 9-11s in Pakistan."

Pakistan's army is in the middle of a massive offensive against Taliban militants strongholds in South Waziristan that has prompted a spate of bloody revenge attacks on urban targets.

On Wednesday, when Clinton arrived, a car bomb in a market in the northwest city of Peshawar killed more than 100 people, mostly women and children, and wounded nearly 200.

The rough and rugged tribal territory separating Pakistan and Afghanistan is a stronghold for Taliban insurgents from both countries as well as a haven for al Qaeda operatives.

While most Pakistanis are against the extremists, many also believe they are fueled by Islamabad's links with Washington.

On Thursday Clinton expressed disbelief no-one in authority knew where al Qaeda leaders were hiding out -- a remark that may fuel much reaction once she leaves the country.

"I find it hard to believe that nobody in your government knows where they are and couldn't get them if they really wanted to," she told a group of newspaper editors during a meeting in Lahore.

Clinton's pointed remark was the first public gripe on a trip aimed at turning around a U.S.-Pakistan relationship under serious strain, but bound in the struggle against religious extremism.

Clinton's main message in Pakistan -- that the forces binding Pakistanis and Americans together are far stronger than those dividing them -- was constant, and she urged audiences to stand guard against extreme religious doctrine that seeks to impose its will on the population.

FRIENDS AND SCEPTICS

Many participating in Clinton's numerous public appearances in Pakistan have expressed appreciation for U.S. backing for the country and for Clinton's personal outreach.

But more frequently Clinton's "people to people" diplomacy -- with journalists, students and common people -- has been characterized by sharp disagreements and deep distrust.

That is a potentially worrying sign for officials in Washington hoping to reverse a steep rise in anti-U.S. sentiment in the increasingly fragile nuclear armed country.

Through it all, Clinton has proved unflappable, acknowledging the "trust deficit" created by past U.S. mistakes while firmly responding to charges the United States does not have Pakistan's best interests at heart.

Clinton, who professes deep personal affection for Pakistan and its people, was cautiously optimistic her visit may have changed a few hearts and minds among fearful Pakistanis although she said much more needed to be done to illustrate how the United States is helping the country.

"I'm going to try as hard as I can. But ultimately, we have to have actions between the two of us. Words are not enough," she said at the women's gathering.

As the Pakistan offensive in South Waziristan continued, officials in the port city of Karachi said they had arrested nearly 200 foreign nationals, mostly Afghans, in the past week in a security sweep.

"Most of these people have been arrested on charges of staying illegally in the country, but the main reason for this crackdown is to try and hunt militants hiding among these illegal refugees," said a senior police official, requesting anonymity.

Police have also arrested several members of the Tehreek-e-Taliban Pakistan and the banned Lashkar-e-Jhangavi group in recent days, recovering hundreds of kilograms of explosives, suicide jackets and other weapons.

Officials said security forces have arrested 18 suspected militants, including foreigners, in the northern town of Chitral as well

This guy could make a crooked line look straight. This is how ludicrous the Democrats are. Their fighting to keep Rangel from being forced to step down from his position as chair of the House Ways and Means Committee.

Step down from the House Ways and Means Committee!!!

After reading the report, if I were a Democrat, I would be more concerned about the bigger picture; an indictment... and Rangel filling the vacancy left by Michael Vick.

This is the Democratic brain thrust in action. Like putting a band aid on your asshole to cure colon cancer.

I can't wait to see the campaign ads the Republicans come up with. Come to think of it. I would like to take a shot at writing one.

Whereas The New York Times reported on September 5, 2008, that, "Representative Charles B. Rangel has earned more than $75,000 in rental income from a villa he has owned in the Dominican Republic since 1988, but never reported it on his federal or state tax returns, according to a lawyer for the congressman and documents from the resort.";

Whereas in an article in the September 5, 2008 edition of The New York Times, his attorney confirmed that Representative Rangel's annual congressional Financial Disclosure statements failed to disclose the rental income from his resort villa;

Whereas The New York Times reported on September 6, 2008 that, "Representative Charles B. Rangel paid no interest for more than a decade on a mortgage extended to him to buy a villa at a beachfront resort in the Dominican Republic, according to Mr. Rangel's lawyer and records from the resort. The loan, which was extended to Mr. Rangel in 1988, was originally to be paid back over seven years at a rate of 10.5 percent. But within two years, interest on the loan was waived for Mr. Rangel.";

Whereas clause 5(a)(2)(A) of House Rule 25 defines a gift as, "…a gratuity, favor, discount, entertainment, hospitality, loan, forbearance, or other item having monetary value" and prohibits the acceptance of such gifts except in limited circumstances;

Whereas Representative Rangel's acceptance of thousands of dollars in interest forgiveness is a violation of the House gift ban;

Whereas Representative Rangel's failure to disclose the aforementioned gifts and income on his Personal Financial Disclosure Statements violates House rules and federal law;

Whereas Representative Rangel's failure to report the aforementioned gifts and income on federal, state and local tax returns is a violation of the tax laws of those jurisdictions;

Whereas the Committee on Ways and Means, which Representative Rangel chairs, has jurisdiction over the United States Tax Code;

Whereas the House Committee on Standards of Official Conduct first announced on July 31, 2008 that it was reviewing allegations of misconduct by Representative Rangel;

Whereas Roll Call newspaper reported on September 15, 2008 that, "The inconsistent reports are among myriad errors, discrepancies and unexplained entries on Rangel's personal disclosure forms over the past eight years that make it almost impossible to get a clear picture of the Ways and Means chairman's financial dealings.";

Whereas the House Committee on Standards of Official Conduct announced on September 24, 2008 that it had established an investigative subcommittee in the matter of Representative Rangel;

Whereas after the Ethics Committee probe was underway, The New York Times reported on November 24, 2008 that, "Congressional records and interviews show that Mr. Rangel was instrumental in preserving a lucrative tax loophole that benefited Nabors Industries an oil drilling company last year, while at the same time its chief executive was pledging $1 million to the Charles B. Whereas since then, further serious allegations of improper and potentially illegal conduct by Representative Rangel have surfaced;

Whereas during the recently completed August district work period, Representative Rangel acknowledged his failure to publicly disclose at least half a million dollars in cash assets, tens of thousands of dollars in investment income, and his ownership of two pieces of property in New Jersey;

Whereas corrected financial disclosure statements filed by Representative Rangel on August 12, 2009 now reveal his net worth to be nearly twice as much as he had previously revealed;

Whereas The New York Times newspaper reported on August 26, 2009 that, "United States Representative Charles B. Rangel, whose personal finances and fund raising are the subject of two House ethics investigations, failed to report at least $500,000 in assets on his 2007 Congressional disclosure form, according to an amended report he filed this month. Among the dozen newly disclosed holdings revealed in the amended forms are a checking account at a federal credit union with a balance between $250,000 and $500,000; three vacant lots in Glassboro, N.J., valued at a total of $1,000 to $15,000; and stock in PepsiCo worth between $15,000 and $50,000.";

Whereas Roll Call newspaper reported on August 25, 2009 that Representative Rangel's corrected filings also revealed "at least $250,001 in a fund called ML Allianz Global Investors Consults Diversified Port III.";

Whereas the aforementioned Roll Call story reported that "Rangel also originally misreported that his investments in 2007 netted him $6,511-$17,950 in dividends, capital gains and rental income. In his revised filing, that range jumped to between $29,220 and $81,200.";

Whereas these most recent revelations by Representative Rangel have resulted in heightened national news media coverage of alleged impropriety and potentially criminal conduct by one of the most senior Members of the House;

Whereas an editorial in The Washington Times newspaper on September 1, 2009 noted, "Charlie Rangel is one lucky guy. The Democratic congressman from Harlem, N.Y., just discovered that his net wealth is twice what he thought. That's a pretty good day at the office for a public servant. Mr. Rangel also realized that he made tens of thousands of dollars more than he reported in many different years over the past decade. This is the most recent string in a series of financial bonanzas for Mr. Rangel, who last year admitted he had forgotten about $75,000 in rental income on his Caribbean resort property.";

Whereas the same editorial also noted, "The congressman has failed to pay property taxes on two lots in New Jersey, according to the New York Post. That's not all. In order to avoid taxes and get lower mortgage rates, Mr. Rangel simultaneously claimed three 'primary residences'.";

Whereas an editorial in the September 17, 2009 edition of the New Haven Register stated, "The ethics and tax complaints keep piling up against U.S. Rep. Charles B. Rangel, who as chairman of the House Ways and Means Committee controls writing of the nation's tax laws. The New York Democrat may write those laws, but he apparently feels no obligation to obey them. The investigation appears to have a long way to go. The man who is in charge of writing the nation's tax laws doesn't pay his federal income or local property taxes. He has such a poor grasp of his own finances that he neglects to list half his assets on a disclosure form intended to keep members of Congress accountable and honest. We can already hear the defense of the next tax deadbeat called into court. If Charlie Rangel doesn't have to pay his taxes, why should I?";

Whereas, an article in The Washington Post on September 15, 2009 stated, "Rangel is now the chairman of the House Ways and Means Committee and a man of immense importance in Washington. Nonetheless, he has been busy of late revising and amending the record, backing and filling, using buckets of Wite-Out as he discovers or remembers properties he has owned in New York, New Jersey, Florida, the Dominican Republic and God only knows where else. Rangel recently even discovered bank accounts that no one in the world, apparently including him, knew he had. One was with the Congressional Federal Credit Union; another was with Merrill Lynch – each valued between $250,000 and $500,000. He somehow neglected to mention these accounts on his congressional disclosure forms, which means, if you can believe it, that when he signed the forms, he did not notice that maybe $1 million was missing. Someone ought to check the lighting in his office.";

Whereas the same article in The Washington Post stated, "There is something wrong with Charlie Rangel. Either he did not notice that he was worth about twice as much as he said he was – which is downright worrisome in a congressional leader – or he thinks he's above the law, which is downright worrisome in a congressional leader.";

Whereas it has been more than one year since an editorial in The New York Times on September 15, 2008 stated, "Mounting embarrassment for taxpayers and Congress makes it imperative that Representative Charles Rangel step aside as chairman of the Ways and Means Committee while his ethical problems are investigated.";

Whereas at various times during the past twelve months Representative Rangel and Speaker Pelosi have made public statements asserting that the ongoing investigation of Representative Rangel by the Committee on Standards of Official Conduct would soon be concluded;

Whereas the Committee has to date issued no public statements concerning any expected timeline for conducting or concluding its investigation of Representative Rangel;

Whereas major daily newspapers, including The New York Times, The Washington Post , and The New York Post have called for Representative Rangel's removal from his powerful position at least until the House Ethics Committee has completed its ongoing probes of allegations against him;

Whereas, Representative Rangel's powerful position as chairman permits him to participate in high level decisions about critically important issues such as reform of the nation's health care system;

Whereas an October 1, 2009 story in The New York Times stated, "Mr. Rangel is one of a small group of House leaders now meeting almost daily behind closed doors with Speaker Nancy Pelosi to distill from the three bills produced in separate committees the one package that will go to the House floor.;

Whereas an Associated Press story on September 20, 2009 stated, "The ethics committee's investigation of Rangel is almost a year old. It's as much a problem for House Democratic leaders as for Rangel himself. Later this year, when Rangel's committee considers estate tax legislation that could expand into other matters, the headlines will be a version of this message: 'Tax scofflaw presiding over tax changes.'";

Whereas the New York Post newspaper reported on September 2, 2009 that, "A review of property records for the borough of Glassboro revealed at least six tax liens levied against Rangel's property during the past 16 years. Just last year, two separate liens were levied against both properties owned by Rangel.";

Whereas on May 24, 2006, then Minority Leader Nancy Pelosi cited "high ethical standards" in a letter to former Representative William Jefferson asking that he resign his seat on the Committee on Ways and Means in light of ongoing investigations into alleged financial impropriety by Representative Jefferson;

Whereas Speaker Pelosi took the aforementioned action while Representative Jefferson was under investigation and the subject of considerable controversy in the news media, but prior to any indictment.

Whereas on May 24, 2006, then Minority Leader Nancy Pelosi cited "high ethical standards" in a letter to former Representative William Jefferson asking that he resign his seat on the Committee on Ways and Means in light of ongoing investigations into alleged financial impropriety by Representative Jefferson;

Whereas in April of 2007, Republican Leader John Boehner successfully urged several Republican Members to relinquish their committee assignments after learning that each had become the subject of investigations into possible criminal activity;

Whereas Leader Boehner took the aforementioned actions while the Members in question were under investigation and the subjects of widespread media controversy, but prior to any indictments;

Whereas in the wake of the most recent allegations against Representative Rangel various editorials and articles in major national newspapers criticizing Speaker Pelosi's continued refusal to remove Representative Rangel as chairman of the Committee on Ways and Means after promising she would preside over "the most ethical Congress in history" have held the House up to public ridicule; Now, therefore, be it.

Resolved, that upon adoption of this resolution and pending completion of the investigation into his affairs by the Committee on Standards of Official Conduct, Representative Rangel is hereby removed as chairman of the Committee on Ways and Means."
